Abstract Introduction
Population health management (PHM) is the data driven planning and delivery of proactive care to improve population health outcomes. It is key for the delivery of the NHS Long Term Plan by local health and care systems (Sustainability and Transformation Partnerships STPs and Integrated Care Systems ICSs). Fundamental to PHM is effective health intelligence but these skills and capacity are fragmented and dispersed across organisations. The aim of this work is to map the health intelligence capacity and capability within the 6 STPs in the West Midlands.
Methods
A population health intelligence skills capacity and capability mapping tool was developed by PHE, NHSE and stakeholders based on existing competency frameworks using the “data to decisions journey”. This has been implemented in each of the STPs in the West Midlands through facilitated face to face interviews with health intelligence team leads in local authority and NHS commissioner and provider organisations.
Results
The work is currently ongoing. The results of the mapping will be presented in terms of: existing health intelligence skills; any gaps in skills; and patterns of differences in skills between organisations. Experience of carrying out the mapping across STPs and learning points will also be presented.
Conclusion
Understanding existing health intelligence skills and capacity across organisations is crucial for these to be used efficiently to improve patient care and population health outcomes. Any gaps in skills that are identified will inform a development programme for the health intelligence workforce through the NHSE/I-commissioned PHM Academy in the West Midlands.
