Abstract IntroductionA Better Start Southend is a £40m, 10 year test and learn programme funded by the Big Lottery Fund to transform the lives of children under 4 in Southend. Working in six wards, it is working to make lasting changes, and provide co-designed services in three key developmental outcomes communication and language, diet and nutrition and social and emotional development.MethodsThe communication and language portfolio of science-based innovations was originally based on a pre-existing science based model of delivery. We used this in order to service design speech and language services and activities with a view to prevention and early intervention (bell curve / heckman equation) in the early years. Through this process we are also evaluating the use of Wellcomm screening at a universal scale, against the standardised and validated Pre-School Language Scale. In addition, we are testing the robustness of our original theory of change, along with innovating parental engagement methods that could support the improvement of future access to the curriculum.ResultsFormative evaluation has shown early indications that the innovations we are doing may, at a wider scale, improve the number and appropriateness of referrals to the clinical service. This adds to the possible emerging economic case for early identification and intervention.ConclusionThat innovation of this type in early years' communication and language has potential for evidence of impact in prevention.
